In general, in Africa, there are mainly two types of regulations one is Cargo tracking called ECTN or BESC in French version and the other is product conformity called PVOC or COC. Those 2 numbers are displayed on the bill of lading and manifest, and the signed electronic tracking form is obtained, together with other customs clearance documents, provided to the consignee for use at the destination port. If the goods arrive at the port without a valid certificate, the goods will not be cleared normally. And the buyer will bear the risk of high fines or even return shipment.
The main reason is that most African countries were colonies of western developed countries such as France, Britain, Portugal, and Spain. They followed the laws and regulations of the colonial period, and the standards for imported goods also followed the standards of European developed countries.
